Policy Concepts in 1000 Words: Policy Change

Policy change is a central concern of policy research and practice. Some want to explain it. Some want to achieve it.

Explanation begins with the ‘what is policy?’ question, since we cannot observe something without defining it.  However, we soon find that: no single definition can capture all forms of policy change, the absence of policy change is often more important, and important changes can be found in the everyday application of rules and practices related to public policies.  Further, studies often focus on changes in public policies without a focus on societal outcomes or effects.

One pragmatic solution is to define public policies as decisions made by policymakers or policymaking venues such as legislatures, executives, regulatory agencies, courts, national and local governments (and, in some countries, citizen-led policy changes).  Focusing on this type of policy change, two major categories of insights unfold:

  1. Patterns of Policy Change: incrementalism, punctuations, and drift

A focus on decisions suggests that most policymaking venues contribute primarily to incremental policy change, or often show little change from year to year but with the occasional punctuation of major policymaking activity.  This pattern reflects a frequent story about governments doing too much or nothing at all. The logic is that policymaking attention is always limited, so a focus on one issue in any policymaking venue requires minimal focus on others.  Then, when attention shifts, we see instances of major policy change as attempts to compensate (or overcompensate) for what was ignored for too long.

An additional focus on institutions highlights factors such as policy drift, to describe slow and small changes to policies, or to aspects of their design, that accumulate eventually and can have huge impacts on outcomes and society.  These drifts often happen outside the public eye or are overlooked as being negative but trivial.  For example, rising economic inequality in the US resulted from the slow accumulation of policies – related to labor unions, tax structures, and corporate governance – as well as globalization and labor-saving technologies.

  1. Factors Associated with Policy Change

Many factors help us understand instances of policy change. We can separate them analytically (as below) but, in practice, they occur simultaneously or sequentially, and can reinforce or stifle each other.

Context

Context includes history, biophysical conditions, socio-economic conditions, culture, and basic institutional structures (such as a constitution).  For example, historical and geographic conditions are often viewed as funneling or constraining the type of policy decisions made by a government.

Events 

Policymaking venues are often described as being resistant to change or in a state of equilibrium of competing political forces.  As a result, one common explanation for change is a focusing event or shock.  Events by themselves don’t create policy change. Rather, they present an opportunity for people or coalitions to exploit.   Focusing events might include disasters or crises, tragic incidents, a terrorist attack, disruptive changes in technology, or more routine events such as elections. Events may have tangible qualities, but studies tend to highlight the ways in which people frame events to construct their meaning and implications for policy.

Public Opinion 

The relationship between public opinion and policy change is a difficult one to assess.  Some research shows that the preferences of the general public only matter when they coincide with the preferences of the elite or major interest groups.  Or, it matters only when the topic is salient and the public is paying attention. Little evidence suggests that public opinion matters when few are paying attention.  Others describe public opinion as setting the boundaries within which the government operates.

Learning

Learning is a process of updating understandings of the world in response to signals from the environment.  Learning is a political activity rather than simply a technical exercise in which people learn from teachers. Learning could involve becoming aware of the severity of a policy problem, evaluating outcomes to determine if a government intervention works, and learning to trust an opponent and reach compromise. For example, certain types of rules in a collaborative process can shape the ways in which individuals gain new knowledge and change their views about the scientific evidence informing a problem.

Diffusion of Ideas 

Sometimes governments learn from or transfer policies from other governments. For example, in collections of policymaking venues (such as US state governments or EU member states) it is common for one venue to adopt a policy and prompt this policy to spread across other venues in a process of diffusion.  There are many explanations for diffusion including learning, a response to competition, mimicking, and coercion. In each case, the explanation for policy change comes from an external impetus and an internal context.

Champions and Political Associations

All policy change is driven, to some extent, by individual or group agency.  Key players include public policy champions in the form of policy entrepreneurs or in groups of government and/or non-government entities in the form of coalitions, social movements, epistemic communities, and political parties.  In each case, individuals or organizations mobilize resources, capitalize on opportunities, and apply pressure to formulate and adopt public policies.

 

The presence of these factors does not always lead to policy change, and no single study can capture a full explanation of policy change. Instead, many quantitative studies focus on multiple instances of policy change and are often broad in geographic scope or spans of time, while many case study or qualitative studies focus intensely on a very particular instance of policy change. Both approaches are essential.

Evidence-based policymaking and the ‘new policy sciences’

In the ‘new policy sciences’, Chris Weible and I advocate:

  • a return to Lasswell’s vision of combining policy analysis (to recommend policy change) and policy theory (to explain policy change), but
  • focusing on a far larger collection of actors (beyond a small group at the centre),
  • recognising new developments in studies of the psychology of policymaker choice, and
  • building into policy analysis the recognition that any policy solution is introduced in a complex policymaking environment over which no-one has control.

However, there is a lot of policy theory out there, and we can’t put policy theory together like Lego to produce consistent insights to inform policy analysis.

Rather, each concept in my image of the policy process represents its own literature: see these short explainers on the psychology of policymaking, actors spread across multi-level governance, institutions, networks, ideas, and socioeconomic factors/ events.

What the explainers don’t really project is the sense of debate within the literature about how best to conceptualise each concept. You can pick up their meaning in a few minutes but would need a few years to appreciate the detail and often-fundamental debate.

Ideally, we would put all of the concepts together to help explain policymaker choice within a complex policymaking environment (how else could I put up the image and present is as one source of accumulated wisdom from policy studies?). Peter John describes such accounts as ‘synthetic’. I have also co-authored work with Tanya Heikkila – in 2014 and 2017 to compare the different ways in which ‘synthetic’ theories conceptualise the policy process.

However, note the difficulty of putting together a large collection of separate and diverse literatures into one simple model (e.g. while doing a PhD).

On that basis, I’d encourage you to think of these attempts to synthesise as stories. I tell these stories a lot, but someone else could describe theory very differently (perhaps by relying on fewer male authors or US-derived theories in which there is a very specific reference points and positivism is represented well).

The example of EBPM

I have given a series of talks to explain why we should think of ‘evidence-based policymaking’ as a myth or political slogan, not an ideal scenario or something to expect from policymaking in the real world. They usually involve encouraging framing and storytelling rather than expecting evidence to speak for itself, and rejecting the value of simple models like the policy cycle. I then put up an image of my own and encourage people to think about the implications of each concept:

I describe the advice as simple-sounding and feasible at first glance, but actually a series of Herculean* tasks:

  • There are many policymakers and influencers spread across government, so find out where the action is, or the key venues in which people are making authoritative decisions.
  • Each venue has its own ‘institutions’ – the formal and written, or informal and unwritten rules of policymaking – so learn the rules of each venue in which you engage.
  • Each venue is guided by a fundamental set of ideas – as paradigms, core beliefs, monopolies of understanding – so learn that language.
  • Each venue has its own networks – the relationships between policy makers and influencers – so build trust and form alliances within networks.
  • Policymaking attention is often driven by changes in socioeconomic factors, or routine/ non-routine events, so be prepared to exploit the ‘windows of opportunity’ to present your solution during heightened attention to a policy problem.

Further, policy theories/ studies help us understand the context in which people make such choices. For example, consider the story that Kathryn Oliver and I tell about the role of evidence in policymaking environments:

If there are so many potential authoritative venues, devote considerable energy to finding where the ‘action’ is (and someone specific to talk to). Even if you find the right venue, you will not know the unwritten rules unless you study them intensely. Some networks are close-knit and difficult to access because bureaucracies have operating procedures that favour some sources of evidence. Research advocates can be privileged insiders in some venues and excluded completely in others. If your evidence challenges an existing paradigm, you need a persuasion strategy good enough to prompt a shift of attention to a policy problem and a willingness to understand that problem in a new way. You can try to find the right time to use evidence to exploit a crisis leading to major policy change, but the opportunities are few and chances of success low.  In that context, policy studies recommend investing your time over the long term – to build up alliances, trust in the messenger, knowledge of the system, and to seek ‘windows of opportunity’ for policy change – but offer no assurances that any of this investment will ever pay off

As described, this focus on the new policy sciences and synthesising insights helps explain why ‘the politics of evidence-based policymaking’ is equally important to civil servants (my occasional audience) as researchers (my usual audience).

To engage in skilled policy analysis, and give good advice, is to recognise the ways in which policymakers combine cognition/emotion to engage with evidence, and must navigate a complex policymaking environment when designing or selecting technically and politically feasible solutions. To give good advice is to recognise what you want policymakers to do, but also that they are not in control of the consequences.

From one story to many?

However, I tell these stories without my audience having the time to look further into each theory and its individual insights. If they do have a little more time, I go into the possible contribution of individual insights to debate.

For example, they adapt insights from psychology in different ways …

  • PET shows the overall effect of policymaker psychology on policy change: they combine cognition and emotion to pay disproportionate attention to a small number of issues (contributing to major change) and ignore the rest (contributing to ‘hyperincremental’ change).
  • The IAD focuses partly on the rules and practices that actors develop to build up trust in each other.
  • The ACF describes actors going into politics to turn their beliefs into policy, forming coalitions with people who share their beliefs, then often romanticising their own cause and demonising their opponents.
  • The NPF describes the relative impact of stories on audiences who use cognitive shortcuts to (for example) identify with a hero and draw a simple moral.
  • SCPD describes policymakers drawing on gut feeling to identify good and bad target populations.
  • Policy learning involves using cognition and emotion to acquire new knowledge and skills.

… even though the pace of change in psychological research often seems faster than the ways in which policy studies can incorporate new and reliable insights.

They also present different conceptions of the policymaking environment in which actors make choices. See this post for more on this discussion in relation to EBPM.

My not-brilliant conclusion is that:

  1. Policy theory/ policy studies has a lot to offer other disciplines and professions, particularly in field like EBPM in which we need to account for politics and, more importantly, policymaking systems, but
  2. Beware any policy theory story that presents the source literature as coherent and consistent.
  3. Rather, any story of the field involves a series of choices about what counts as a good theory and good insight.
  4. In other words, the exhortation to think more about what counts as ‘good evidence’ applies just as much to political science as any other.

Evidence-based policymaking and the ‘new policy sciences’

In most cases, we don’t have time to discuss a more fundamental issue (at least for researchers using policy theory and political science concepts):

From where did these concepts come, and how well do we know them?

The new policy sciences

This focus on psychology is not new …

Why Advocacy Coalitions Matter and How to Think about Them

There are many ways that people relate to their government.  People may vote for their formal representatives through elections.  Through referendums and initiatives, people can vote directly to shape public policy.  More indirect ways include through informal representation via political parties or interest groups and associations.

This blog addresses another extremely important way to relate government via “advocacy coalitions.”

What are advocacy coalitions?

Advocacy coalitions are alliances of people around a shared policy goal. People associated with the same advocacy coalition have similar ideologies and worldviews and wish to change a given policy (concerning health, environmental, or many other issues) in the same direction.

Advocacy coalitions can include anyone regularly seeking to influence a public policy, such as elected and government officials, members of political parties or interest groups, scientists, journalists, or members of trade unions and non-for-profit/ ‘third sector’ organizations.

The coalition is an informal network of allies that usually operate against an opposing coalition consisting of people who advocate for different policy directions.  As one coalition tries to outmaneuver the other, the result is a game of political one-upmanship of making and unmaking public policies that can last years to decades.

Political debates over normative issues endure for a long time, advocacy coalitions have the ability to span levels of government from local to national, and they integrate traditional points of influence in a political system, from electoral politics to regulatory decision-making.

How to think about coalitions and their settings

Consider the context in which political debates over policy issues occur. Context might include the socio-cultural norms and rules that shape what strategies might be affected and the usefulness of political resources.

The ACF elevates the importance of context from an overlooked set of opportunities and constraints to a set of factors that should be considered as conditioning political behavior.  We can develop coalition strategies and identify key political resources, but their utility and effectiveness will be contextually driven and will change over time. That is, what works for political influence today might not work in the future.

How to become involved in an advocacy coalition?

People engage in politics differently based on a range of factors, including how important the issue is to them, their available time, skills, and resources, and general motivations.

  • People with less time or knowledge can engage in coalitions as “auxiliary participants.”
  • Individuals for whom an issue is of high relevance, or those who see their major expertise in a specific subsystem, might want to shape coalition politics and strategies decisively and become “principal participants.”
  • People wanting to mitigate conflict might choose to play a “policy broker” role
  • People championing ideas can play the role of “policy entrepreneurs.”
  • General citizens can see themselves playing the role of a “political soldier” contributing to their cause when called upon by the leaders of any coalition.

How do coalitions form and maintain themselves? 

Underlying the coalition concept is an assumption that people are most responsive to threats to what they care about. Coalitions form because of these threats that might come from a rival’s proposed policy solutions, a particular characterization of problems, and from major events (e.g., a disaster). Motivated by fundamental values, the chronic presence of threats from opponents is another reason that coalitions persist. People stay mobilized because they know that, if they disengage, people with whom they disagree may influence societal outcomes.

How to identify an advocacy coalition?

There is no single way to identify a coalition, but here are four strategies to try.

  1. Look for people holding formal elected or unelected positions in government with authority and an interest to affect a public policy issue.
  2. Identify people from outside of government participating in the policy process (e.g., rulemaking, legislative hearings, etc.).
  3. Identify people with influential reputations that often seek to influence government through more informal means (e.g., blogging).
  4. Uncover those individuals who are not currently mobilized but who might be in the future, for example by identifying who is threatened or who could benefit from the policy decision.

These four strategies emphasize formal competences and informal relations, and the motivations that actors might have to participate in an issue.

This blog is more about how to think about relations between people and government and less on identifying concrete strategies for influencing government. Political strategies are not applicable all the time and vary in degree of success and failure based on a gamut of factors.

The best we can do is to offer ways of thinking about political engagement, such as through the ideas that are summarized here and then trust people to assess their current situation, and act in effective ways.
